As per history of Orissa High Court, by resolution dated 19th August, 1942 the Law department of government of Orissa appointed a committee with Sri Bira Kishor Ray as Chairman, Narasingh Rao as member and Shri J.E. Meher as the Secretary. At the commencement of the 20th century Bengal presidency was a vast province including Assam, Bihar and Orissa. Thereafter, in 9th February 1916 in exercise of the power under section 113 of the government of India Act, 1915, the king of England issued letters patent constituting High Court of Patna. Orissa was Placed under the jurisdication of Patna High Court. Currently, OHC has 30 district court with strength of District Judge (181 DJ/ADJ/Spl. Post), Sr. Civil Judge (191), Civil Judge (308), Nyayadhikari of Gram Nyayalayas (16) and Special Judicial Magistrate (18).

(A) Preliminary Examination / Test – 150 marks (2 hours duration)
- In the preliminary test shall carry 150 marks in accordance with graduation course on the subject of General English, General Knowledge, Logical Reasoning and Quantitative Aptitude. The test will shall be 150 number of objective type question with MCQ answers.
- There shall be negative marking of 0.5 (half) mark for each wrong answer.
- OHC ASO Preliminary Exam minimum cutoff marks is 33% for SC / ST and 40% for other category students.
